The short answer, as at 22 September 2026: a narrow licensed sector exists, and everything outside it is a criminal offence. The UAE is no longer a blanket-prohibition market, which is why content describing it that way should be discarded.
The General Commercial Gaming Regulatory Authority was established in September 2023 as a federal body to regulate commercial gaming across the Emirates. It issues commercial gaming licence categories covering lotteries, land-based facilities, online gaming and sports wagering, and it sets the operating, advertising and player-protection conditions its licensees must meet.
The three licensed strands
- The national lottery. Operated by The Game LLC under a GCGRA licence, this was the first consumer-facing licensed product to launch.
